Located at the Town Wharf in Plymouth Harbor, the Harbor Master’s Department patrols the waterways of the Town of Plymouth using several vessels.

 

 

The Harbor Master for the Town of Plymouth is Joe Ritz. He has two full-time Assistants, plus seasonal assistants.

The mission of the Harbor Master’s Department is to provide a safe and enjoyable experience to the public in and upon Plymouth’s Waterways. The department is dedicated to the protection of life, property and the natural resources of out town. The staff continually strives to remain the best Harbor Master’s Department on the East Coast. The staff will continue to provide effective emergency responses, law enforcement and safety inspections to make the waterways safe and enjoyable for people in this community and protect all of our natural resources for the enjoyment of future generations.

The staff will recognize and reward the best efforts of teams and individuals and continuously seek to improve, not only by doing things right, but by challenging whether we are doing the right things.

This department is committed to providing a positive professional impact upon the people it serves and to continued headway toward initiatives that advocate the highest quality of life for residents and visitors of our community.

The Harbor Master’s Department is responsible for all operations in the harbor area and waterways throughout the town. Some of our duties and responsibilities are:

  • Regulate all foot and vessel traffic on and around the harbor and pier area.
  • Protect all vessels in the harbor and buildings on the pier.
  • Protect life and property on all waterways in the Town of Plymouth (oceans, ponds and rivers.)
  • Provide permitting for all moorings, temporary floats, rafts and docks.
  • Maintain and repair all herring runs located in the Town.
  • Enforce the following laws:
  • Chapter 90B – State boating laws
  • Chapter 102 – Special Harbor Master powers
  • Chapter 130 – State Marine Fisheries regulations
  • Chapter 131 – State Inland fish and Game regulations
  • Plymouth Town By-laws
    • Harbor bylaws
    • Shellfish bylaws
    • Pond bylaws
